Tallinn 1919 payment marking “Postimaks arvele võetud”, military

The cover was sent in march 1919 during War of Independence by Estonian military headquarters  to white Finnish general Martin Weltzer who was in charge of Finnish volunteers in Estonia. It bears violet mark about payment of 35 penni postal fees “by account” —  (“Postimaks   m.  p. / Arvele võetud / Ametnik”). This marking is not listed in Hurt/Ojaste handbook of postal history. I have recorded a few items from 1919-1920 with this mark, all bearing Tallinn postmarks and all these items were associated with military. Seems it indicates that postal charges were recorded in book and later (like at the end of the month) charged by the book. Note: Cover is cut a few centimeters short at left side.
